Background: House Bill 31 would allow a voter who is disabled, blind, or unable to read or write to designate an individual to deliver the voter's application for an absentee ballot to the absentee election manager.
Our Position: We support House Bill 31. The ACLU values increasing access to the ballot box, and part of that commitment includes simplifying the absentee voting process to allow more participation.
