House Bill 2 and Senate Bill 3 are companion bills that would create new criminal penalties that allow for warrantless arrests and impose 24-hour holding periods. They would also prevent counties and municipalities from prioritizing other budget priorities over the police.
Our Position
We oppose these bills. They seek to scare people into not exercising their First Amendment rights by implementing a broad and vague definition of “riot”, imposing harsh criminal penalties on people engaged in protest, and incentivizing counties and municipalities to bring the law enforcement hammer down as forcefully as possible.
